Nope. Things HAS NOT changed @National. There's a very good reason
why.
The true records, the archived records you seek, are NOT kept there.
Those records are kept in one of four locations....at the Regional
offices of the BSA. They serve as "backups" to what your local
Council has. Follow.
When you fill out an application or complete an advancement report,
you get to keep the bottom copy. The middle copy goes to the local
Council to keep. The top copy goes to the Region which serves your
local Council for safekeeping. Periodically, the national databases
are updated by the Regions so that the National office has the most
current information. Data that is more than five year old is deleted
from the National database, but is NOT deleted from the paper records
maintained at the four Regional sites.
(this was proved to be very important, because a while back there was
a fire at the National office that destroyed a LOT of information. The
Regions were able to restore much of it, but NOT all of it...this is a
good time to remind Eagle Scouts that became Eagle anytime after 1950
to PLEASE contact the National Eagle Scout Service at the National
Office to insure that they still have you "registered" on the Eagle
Scout Service's database. They lost some names and it's hard to reach
folks when you don't even have addresses any more and since there's
been a significant period of time since they became Eagles.)
Your *local Council* will have the most up-to-date information on the
history of your unit and the advancements of each. Local Councils
keep their records indefinitely. You may have to spend a couple of
weeks in their basements or in their warehouse looking through massive
amounts of folders with your Unit numbers on them (and if your unit
was at one time a part of another Council which merged, they MAY have
those records too...there are some Troops that can be traced back to
the earlier days of the Council's operation that way).
But the payoff can be MASSIVE. I assisted a Troop in Europe to locate
former members of their unit, and found several American citizens
living in Germany that have all but forgotten their Scouting days as a
member of the Troop. One owned a resort center and treated the Troop
to a weekend visit for free; another remembered his days fondly and
donated his old uniform and some money to the Troop. Stateside, you
can find former members of your Troop (particularily if it's the only
one in the town) that have gone onward to do great things....can we
say "SME" (or "FOS")??? Can we say "role model" (unless they're
criminals or something.....in which we can say "Next slide" and move
onward)??
National's Registration Service can only assist your search for
members five years or so back; the Eagle Scout Service as a policy
don't provide that information, but you can perhaps catch Raina on a
good day and she *might* mail you a list. The Engineering Service can
provide you a map of the old campgrounds if you can provide the name,
local Council number and of course, have them to send it to the
Council for you to pick up from. The Order of the Arrow team will
only provide Vigil Honor names and dates through the local Lodge
(which should have that information too).
Sorry to be a pooper, but the BEST source (as I've stated before on
many items), is your local Council Service Center. You might get some
assistance from your Regional Service Center in Illinois, but I doubt
it.
