I don't know what the minimum age is for phone duties (and it may differ
from PBS station to PBS station) but the Alpha Phi Omega chapter at CMU
was never asked as far as I know to make sure that all of the brothers and
pledges helping were 18. The older scouts might be able to help as well.
I'm sure they would want a scouter there though.
The PBS station in Pittsburgh (WQED) was closer to the student Union at
CMU than some of the dorms were.

I think for most PR, scouts are better than scouters as an image.
