Actually, we have SPL, ASPL, Scribe, Quartermaster, Den Chiefs and all PLs should attend.
We also allow APL to attend at their option. Most do.
Our meetings typically have 8 - 10 attend and we get a lot done. We give everyone
voting rights because each person tends to come with a different twist which
only strengthens the meeting.
