I agree with Ian that committees should not be making their own rules when
those rules conflict with BSA policy. I also agree that it is a good idea
for ALL scouters to take basic training. We must remember, however, that
only troop committee members may serve on Boards of Review (except in the
case of an Eagle Board). SM Handbook, pp. 94, 98. Having said that,
though, it should not matter how much a committeeperson knows about the
various Scout skills. The Handbook says, "Their (the committee's) purpose is
not to retest the Scout, but to make sure he has met all the requirements for
the rank, and to chat with him a while to learn how he feels he's doing with
the troop -- and with Scouting."
