The only reference I can find in Safety Wise to two years is a One to Two
year lead time in applying to stay at a World Center or Girl Guide
hostel. Trips to Headquarters of a WAGGGS Association requires the
"Intent to travel Form B: Request for World Association Card of
Introduction" six to eight weeks prior to departure. This form appears
to go to your local council and then GSUSA. As I remember, there is no
Worls Center in Russia, and it is unlikely that they have a Girl Guide
hostel. I would find out from national, the actual details, I know that
our council in this area is not always the last authority on activities
outside of their area and your council may not be either.
