I agree with Jim Sleezer. In the old days, the APL badge was a single
grren bar (on khaki), the PL was a pair of green bars, SPL three bars
and ASPL 2.5 bars. These individuals formed the 'Greenbar'. With the
advent of the newere circular patches used by BSA, the name has
changed to Patrol Leader's Council and/or Troop Leader's Council. I
forget which of these came first!
