Hi Alan,
good idea. In Germany we have the FALAB, a project which is run by the
German branch of the IFOFSAG (International Federation of Former Scouts and
Guides). It collects contact-adresses all around the world for German
scouts groups travelling abroad and offers foreign groups coming to Germany
a huge list of contact adresses. Unfortunately it is not so well known even
in Germany. :-(
On the other hand, when travelling on my own in a foreign country, there
are plenty ways to get in contact with scouts of that country. I think an
organisation as you propose, is not really necessary. It is much more fun
to find out yourself. And after all, your national HQ should get you in
contact with the HQ of the country you want to visit. And they will be able
to name you groups and scouts in the specific area you want to go.
