In my experience, I have yet to see a unit that sets academic requirements
for their Junior Leaders. The boys hold the elections, and (I hope) award
the leadership position to the scout who is deserving, not the one who is the
future valedictorian (although they may be the same person).
The issue is not necessarily the boys grades in school. There are a lot of
external factors that could be the cause of the problem. If the boy was a
straight-A student now receiving all F's, then there is a problem that needs
to be examined by the boys parents, along with anyone else that they feel
will be able to positively impact their son. Then again, maybe he was
borderline passing to begin with, and the F's only reflect a drop of a couple
of percentage points. Maybe he is taking classes that he is not able to
handle...
The point being that there are many possible reasons for the decline. If
there has been no change in his Scout Spirit, there may be no reason to
demote / remove him from his current post as SPL. The other scouts would see
the demotion of someone who they feel is a good leader, and he may become
disenchanted and cause morale problems. If there is an external problem, it
is possible that such a move would only serve to demoralize a boy who is
already in a potentially delicate position, and may worsen the situation.
IMHO, the boy should be kept on as SPL ( at least for now ) and just observe
his actions closely, the key you need to solve this may be right on the
surface...
