Our troop does not have any such requirments. My inclination is to say
that it is the parent's responcibility to see that their sons maintain decent
grades. We have had cases where the boy was pulled out of scouting either
temporarly or permenantly by their parents due to bad grades.
On the other hand Scouting can be a time consuming activity and I'm sure
there are cases where a lot of time spent on Scouting has caused bad grades.
My suggestion is to talk to the parents of the boy. Maybe they are looking
for help in this problem and would appreciate just such a requirment. In any
case take the problem to the scouts, say at a PLC meeting, and ask them to
solve it. It is a boy run program after all, and I'm surprised at time at
how well the scouts can solve problems. The problem is since it is the SPL
that is involved, can the scouts handle the situation without either embarassing
him or having the SPL control the outcome? A lot depends on the personalities
involved.
Good luck,
