Hi PamC!

As everyone else has already told you, Scouting and School are not
neccessarily connected, so that there should not be a "grade" or
"level" requirement to become a senior leader.

Leaders are not always the ones with the "high marks", the
"personality of a saint", and the "exceptional". Bullies in school
are leaders of a sort and nobody can tell me that there's a lot of
bullies with straight "A"s! *grinning*

As several have pointed out, this DOES present a couple of serious
questions that you or someone should be asking the Scout and his
parents: "What *other* behavior or inconsistanties have you
observed?", "Has he changed the way that he dresses, the "circle of
friends" that he has, or even the vocal or physical prescence?",
"What actions has the parents or the Scout taken in connection with
his bad grades?".

His parents, his Scoutmaster, *you*, need to interviene now and let
him know that while Scouting is important, education is also
important. This *may be* the response that he's "waiting for", and
will attempt to reach out in his way to get the help he's needing.

(remember, the BOYS of the Troop (I hope!) elected him for his
Scouting abilities and potential to lead...not because he's "smart" or
"good in school").
