I think this depends on a lot of things, and without knowing the boy in
question an opinion is difficult to formulate. I, for one, wouldn't want
to see this kind of policy instituted in a troop setting. When I was in
school, I got some lousy grades. I failed a few classes. I did really
well in some others. It had nothing to do with apathy or amount of work,
it had to do with a pathetic school system that does nothing to
encourage individuality in learning. If this boy excels at scouting, it
is quite likely he is incredibly bored by school and by being held down
to the level of his classmates.
One of the reasons we try to keep scouting so different from traditional
schooling is to encourage those who do not do well in traditional
learning environments. We should be doing what we can to encourage these
youth to do their best at everything, but very few of us are good at all
things. This type of rule could discourage him from persisting at things
he IS good at.
