I don't believe that specific levels of acheivement are at all desirable,
the question is more one of attitude/effort. If the person in question is
trying hard, but acheiving little then it is hardly fair to punish that
person. On the other hand, if the person thinks that the work is
unimportant and hence doesn't try, and in particular if the person makes
a habbit of stating such opinions then you are entitled to reconsider the
post. However it should also be remembered that academic acheivement is
not the only skill that is important in Scouting or in life.
Don't try to make a generalisation, look at the specifics of the person
in question and then make your descision.
