We always have this problem. The real issue is that everything is
now funded through a fund raiser and people are pretty sick of it.
The only solution that I have is that you personally incent the boys.
This means providing something directly to the boys ($$) - forget the
tacky ribbons and badges..
In the Scout troop, ALL profit return to the troop (40%) goes to
the boys "Scout Investment Account" which is a separate bank account
for the troop with all the SIP money together. The boys can use
this money for any scouting event or can use 1/2 the money for equipment.
The boys that participate are those that really want to.

In the cub scouts, we have a real mix. We did quite well IMHO because we
have mostly younger scouts. We have no Webelos because they had 2 huge
dens of 2nd year and no 1st year Webelos.
The younger guys like the experience of selling even though they
can not actually SEE their rewards.
The start of school is when all fund raisers occur.
