NGO Reps at 18th WJ

Does anyone know the specific person(s) I should contact for registration
of NGO (Non-Governmental Organizations) observers at the 18th World
Jamboree? Specifically, how can one be "invited" to be an Observer at the
WJ for an national scouting organization that is not yet a member of WOSM?
I know at previous World Jamborees, representatives from NGOs have been
welcomed. (Examples of NGOs: International Red Cross/Red Crescent, UNICEF)
