I have been hearing (Philmont training this August and a session by
our CE) about the new Federal LAw, referred to as the Oprah Winfrey
LAw, which, when implimented by the States, will require ALL those who
work with children, whether volunteer or payed, to have a background
check which will include fingerprinting. Discussion centers on:
(a) The cost of getting the fingerprinting performed.
(b) The time delay in getting the background check performed.
Estimates ranged from $5 to $65 for (a) and from 3 weeks to 3 months
for (b). The Oklahoma Legislature has not yet acted on this law in
any manner. I would appreciate any information from other BSA
scouters who may be familiar with the implementation of this law in
their States which I can pass along to my local State Representative
when this topic arises.
