Taking over a drive "should" not qualify for Eagle project IMHO.
What should happen is that the Eagle looks at local towns that have no
Blood-drives or they are very sparse -or- contacts companies that do not
have them. he would look for a "pocket of opportunity" to organize 2, 3 or
4 drives.
His eagle project goal could be "To organize 3 additional blood drives in
the Valley of Good, Minnesota"
He and a team would contact the Red Cross and find out the procedure,
They would build a list of many companies/organizations/colleges to contact,
they would make contacts and schedule the events,
They would advertise in the papers,
they would execute the ONE blood drive,
look at the good, and the bad and how to improve the blood drive,
implement the changes on the next couple and the project is complete.
The difficulty here is the sponsoring organization... Is it Red Cross?

Another project that I am toying with is:
In Acton, we have a bylaw that all houses have numbers visible from the street.
We have had problems with fire/police/ambulence arriving at the wrong
house. We have 1800 house in a 7x7 mile area with 50 miles of street.
I am looking at an Eagle project which would have the Eagle candidate
organize all the boys to look at each house and report back
which houses do not have numbers. A letter would be written
to educate the home owner that there is a by-law and maybe work with
the local hardware store to have discounts on letters (coupon would be
included).
The Eagle gets a good leadership project.
We now link this to the SAFETY merit badge where the younger boys need to
do a safety project. Guess what, their project would to be look at the houses
in their neighborhood _or nearby assigned area.
EVERYONE gets something out of this.
The fire department would be the sponsing organization,
The Eagle gets a project with meaningful leadership,
The younger boys get merit badge requirements completed,
everyone helps!
