I think it is no different from examining the scout's concept of "Duty to
Country" and "A scout is kind." It is part of the law and oath, and the
scout should be able to explain what they feel it entails. Otherwise, how do
they know if they are fulfilling it? If the scout says "I don't know" or
worse still "It's basically meaningless" then the BoR should pass judgement on
that. The BoR shouldn't pass judgement on specific practices which will vary
from person to person and religion to religion.
The guidelines mentioned could help reviewers if they ask the scout what he
feels is meant by "duty to God" and the scout replies that they don't know.
Any specific practices should of course be referred to the parents (as I
believe the guidelines said).
If the BoR can't examine these concepts, then what is their purpose (since
they are NOT there to re-examine the scout on the various skills and such they
learned)?
