Yikes! Such a simple question... Such a complex answer!
First, you need to be able to access the WWW yourself (which I presume
you can from your school account).
Then, spend some time exploring the WWW and especially the various
scouting pages (and the few single unit pages) to see what others are
doing. Then you will have an idea of what you need to build into the
design in your own page(s). It is often more than one page.
Your school or other provider also needs to have a WWW Server program
running. Many schools do, but not all. If there is a local WWWeb then
they probably already are. IF they are not, you will have to rent space
on a machine that is/does run it. It needs to be 'up' almost all the
time, and the software is much bigger than the space allocated to most
student accounts, so you would likely have 'extra space' costs.
Once you have the above, you need authoring software. There are
several programs available on the net (some are unix, some are Mac,
some are PC/Windows, some are all 3). Here is a place to start

(if you know what that means, you know enough to start authoring, if
not then you need to learn a bit more.)

This is an excellent book for everyone just breaking into WWW. What it
is, how it works, how to actually USE it (not just to look at neat stuff)
and how to plan, analyze, design and maintain your own Web page(s).
Many books are simply lists of things you can already find on the net.
This book shows you how to use the net's resources to answer questions
or problems YOU may have, not just what the book's authors thought was
interesting.
This will get you started. By the time you need more specifics,
they'll all be right there, only a click of the mouse away...!
