I've been talking off-line with John Hughes reference the comment I
stated here about MB counsellors being at least 21 years of age or
over. I based those comments on a memo sent to Council Executives and
other field executives announcing a "tightning" in registration
procedures and a _recommendation_ that MB counsellors be 21 years of
age or older in order to resolve potential youth protection concerns.
The only exception would be, according to this extract, staff members
at camp, which would continue to be 16 or older under the supervision
of a professional or NCS-certified director during the duration of the
camp period.

I called a friend of mine at National's Registration Service, and she
stated that indeed National *is* still processing applications from
18-year olds in position code 42 (merit badge counsellor), athough
she's been told informally that if a application is questionable, to
contact the Registrar at the local Council to insure approval of that
counselor.
YES, Mike Walton is wrrrrrrrrr....incorrect here, folks. The memo
that was sent (that I "somehow" got a copy of), merely *recommends*
that local Councils adopt the 21 year old rule, not to IMPLEMENT it.
Many local Councils, after their CE/SEs have seen it, have implemented
it as a precaution and additional youth protection policy.
John, your Advancement guideline booklet is correct, and if you would
please send me a copy for my own growing library, I would appreciate
it greatly.
And my personal apologies to anyone this affects.
