First Year Program

I'm the coordinator to implementing a program for our first year scouts. The
past two years I tried different things which I can have the boys get through
Tenderfoot through First Class as fast as possible, but have them learn the
material at the same time (also have fun). My first year trying to structure a
program, I got well until they went to Summer Camp. At camp, they went through
a first year program. I signed everything off which the camp did. The
following months, I found out that they didn't know any of the material, so we
have to re-teach the Tenderfoot material the we moved on. After a year was
completed, they just finish Second Class and working on First Class.

Now I tried to organized a program which gave the boys some of the information
before going to camp. I thought this neat and structure program would help a
lot - if the boys show up! I try to make the activities fun, but my boys are
non-excitable. At a merit badge clinic, I did the Fingerprint merit badge.
All the boys that went through me were so excited to do it. Then I used the
same techinque for my patrol, and they were bored.

Does anyone have a program they use so the boys get through First Class in the
year and have fun. (The first year I did do a first year scout camp-out so
they can get use to each other and the leaders without the older scouts there.
This gave the Troop Guide some practice also, but this year only 2 boys signed
up out of 8 - maybe I just received a "bad batch?") I want to sit down with
the ASM who helps me and put a program together for when the new scouts come
in. ANY IDEAS!
