You didn't mention if she is married and it shouldn't make a difference,
but...it just might. Single women, harmlessly camping along-side married
fathers, are sometimes viewed as a threat by the married moms who remain
at home. She may have already run into this bias because of her military
background, and has no wish for it's ugliness to show up after a
campout.

Also, she may prefer the cub program to the Webelos program. I certainly
enjoy working with the younger scouts much more than the older boys.
Although the older boys have more challenging opportunities, the younger
ones are all "starry-eyed wonder" as they discover the world around
them. While I enjoy seeing the older boys take pride in accomplishing a
difficult task, I'd rather "rediscover the world" through the eyes of a
seven year old!

More than anything else...encourage her to talk to you. Let her know
what a valuable resource she is to your pack...let her know you don't
want to "lose her", and let her know you feel she is the best qualified
for any position she chooses to do. If she expresses concerns, don't
brush them aside...acknowledge them as legitimate. If policy or program
addresses them, let her know about it. If it's a "gray area", ask her
what she thinks her options are, and encourage her to discuss what the
pro's and con's of each are.
