Although I have not been a Cubmaster for about 5 years, I don't recall
any 'rule' that says a Wolf Den leader _must_ become the Bear Den
Leader and then the Webelos Den Leader...(even though that is the
typical progression)
If she is willing to stay on, but not at the Webelos level, keep her as
a Wolf/Bear Den Leader, or make her an overall Den Leader Coach
(resource for all the other DL's). Trying to force her into a job she
is not willing to do (however qualified you think she may be) could
result in losing her altogether. Maybe she would even consider
becoming part of Cub Scout Roundtable staff...
