WRONG, Mike!! The BSA sets the guidelines for ALL of the awards,
through either a program division (for instance, the "Urban League"
award is NOT presented through the Urban League. The Whitney Young
Jr. Service Award is presented by the local BSA Council on behalf
of the BSA's Urban and Rural Field Service) or by coordination with
a "third party" (religious service awards are presented through the
local BSA Council on behalf of the faith that the award is coordinated
through).
When I've asked folks at Natioanl how come all of the "requirements"
for all of the awards are NOT listed, the question came up "in what
book would they be listed in?" Good point. While many of the awards
are "slanted" toward Boy Scouting leaders, ANY adult leader in
Scouting meeting the requirement regardless of current registration or
current position may earn them. I guess the BSA needs to create a new
publication called "Awards and Recognitions for Scouters" and make it
available. In the meantime, I've culled requirements from here and
have placed them *somewhere* on one of these diskettes...if you give
me some time, I can find it, and repost both descriptions and
requirements....
On second thought, I think that I'll post it to the archives. I
remembered how REALLY long it was (more than twelve screens) and it
caused a mini-debate whether or not it merited posting to the entire
list.
Give me a week, Mike. And YES, ALL of the awards MUST be approved by
the local Council (and in some cases, by a National-level committee)
before approval and presentation. While the religious awards are the
ONLY exceptions, ALL of the awards are BSA awards.
