Swimming Requirements

For a quick introduction, I'm Bill O'Connell from Troop 15 of Chippewa Falls,
WI. I am a student at UW-Eau Claire as a senior. I'm a 1990 Eagle Scout.
I've been in scouting for 15 years (4 years as a leader).
We have a scout which was asked during our committee meeting to waive the
swimming requirement for First Class. He as a so called medical reason. We
feel as leaders that he his not building up his endurance, he has the negative
attitude that he can't. As a committee we gave him a chance if ONLY a doctor
signs it and if the gym teacher which he has swimming signs it off. I talked
to the gym teacher about it so the teacher is going to be looking at him close.
A lot of times it is just an excuse. We feel our scout can work for it to
achieve the requirements. From experience that I was a bad swimmer, but with
hard work I got my swimming merit badge. I feel that he can to.
If it is a medical excused and the teacher signs it off, then we will excuse
it. I just want to say is don't just sign it off because the scout or parent
wants to. Get some proffessional to do it. The scout a lot of times want the
easy way off (don't we all). Check with others.
