John,

It is time for a Scoutmaster's Conference. The SM should review things
with his rank advancement first. Then review his behavior. Ask him
if he would advance someone who was setting the example that he is setting.
Set some goals with him for an improvement in his behavior over the next
say 3 months. Tell him that in 3 months that another SM conference will
be held and that he and the SM will review the 3 months..
The SM should advise the Committee Chair and Advancement Chair about what
was agreed to in general.

Let the boy arrive at the conclusion that he has made a mistake and that
the behavior will not be tolerated if the boy is to continue advancing in
the troop. If he doesn't then explain it to him and set concrete goals
for behavior and leadership that he understands and agrees to.
