In answer to Bill Blair's question about the group concept :
As far as I know, all European Scouting organizations work this
way, with all age sections under one committee, combined finances
etc., and from what I read on the list, other countries like Canada
and Australia use this model as well.

The reason why BSA does not is probably related to the concept of
a chartering organization. BSA offers the possibility for any
organization to charter whatever unit fits into their plan. So if
an organization only wants to charter an explorer post, that's
possible, without having to charter a complete group.
In most other countries, organizations may sponsor a group, but
they have far less influence on the program.

As a matter of fact, the Scouting Group I am involved with even
has two beaver colonies, four packs (2 girl packs, 2 boy packs)
and four scout troops, but only one (though large) explorer troop
and one "tribe" (rover crew). All sections meet in the same scout
hut, but at different times. But this size is exceptional.
