My name is Bill Blair and I was Webelos Leader Pack 49 Fort Monmouth in
1989-91. Loved your part of New Jersey and have been back visiting a couple
of times now.

Be more than happy to pass on some general hints - but specific ones elude
me as I have been back in Australia for nearly three years now.

My best suggestions are to:

drop in to Pack 49 Webelos and any others you can find - this
"apprenticeship" is a formal part of Australian leader training and a great
way to get ideas

use your pow-wow as another source of ideas

I had a lot of success by making strong links to Troop 49 scouts and
attending all of Thunderbird District's Scout activities as well as Monmouth
Council's Webelos activities - the Webelos relished all the camping. Note
that we always made sure that the Webelos never did everything expected of a
scout - eg attend one night of the two nights Winterberg camp. That way the
challenges of scouting weren't demeaned and the Webelos had something more
to aim at.

try to get as much leader coverage as possible - I seem to recall we had up
to a dozen Webelos at one time - enough for two dens, but I argued to keep
them only one den even though we had up to 5 leaders. This allows you to
have 'time-out' to do other things eg work commitments :-), without
disrupting the program.
