What I've observed is that I rarely see Scouts with Chief Scout's Awards
but mostly Venturers. (It can be worn as a Venturer or Rover if it
was earned as a Scout.)
This doesn't mean, though, that a lot of people who earn the CS award
(you have to earn it before 16, and it's encouraged that Scouts
move up to Venturers at 14) move on to Venturers, nor does it mean
that a lot of Venturers earned the Chief Scout's Award. They
could be true, but I couldn't prove it. But I don't think I've
seen a Scout wearing the Award. :)
There are about 10 000 Canadian Venturers compared to 30 000 Scouts.
