camping with disturbances

Yes having a camp disturbed by "party animals" happens everywhere. In Idaho,
we can avoid it by camping in areas that do not have developed campsites.
We only camp at a developed campsite for our annual trek to the top of
a peak so that we can avoid the problems of running into the partiers.
I can see that a cellular phone would come in handy for those cases. But as
it has been pointed out in CA, ID has many areas that have no cell access.
