The different sections in Scouting do have different goals. For the Cub
Scouts/Webelos the Arrow of Light is the top award. The top award for the
Boy Scouts is the Eagle Award. (If I am correct, for Explorers, the
Quartermaster's award is their top award.)
We have nothing similar to Venturers in the U.S. The Venture/Varsity
programs are an outgrowth of the Boy Scouts and not separate entities of
their own. (Although... you can have a team or crew not attached to a
troop! -- trivia for the day)

As has been discussed, for too many by age 13 they _are_ at the end of their
Scouting career. Interest in Scouting among high school students has
dropped markedly since my on HS days only 12-15 years ago.
Again, unfortunately, all too many Eagles then leave the troop after earning
the "Ultimate Award". I see precious few active Scouts wearing an Eagle
badge. In my experience, they earn it and leave.
Depending upon the man, some become Bald Eagles as young as 20 or as old as
60. Some never become bald eagles! *g*
