Randy, your statement suggests that Alpha Phi Omega is an extension of BSA
which is not true. It is not BSA's role to recruit for APhiO. However, it does
seem appropriate for councils (national) to share with APhiO a list of Scouts
who are entering college so that the fraternity can make appropriate
contact with the individual. This would, of course, rely on units to provide
the information to council->national, etc.

In several previous units, we had a small party (with light refreshments)
when we knew an active member of the unit was going on to college or moving
out of the community. The problem, of course, was that often times we did
not know that a scout was "moving on." He just quit coming and was taken
off the charter at renewal time because he was no longer active.
