-} I will illustrate the dilemma with a real-life example. Last night a
-} boy came to me at our meeting to ask for a scoutmasters conference for
-} life. It caught me by surprise, because I had no idea he was that
-} close. It turned out he wasn't - he lacked two required mb's and
-} two months of leadership. But he is working on the mb's.

IMHO, the boy should be given his scoutmasters conference. But instead of
the SM on one side of the table and the scout on the other, go down to Dairy
Queen, spring for a couple of cones and have a heart-to-heart with the boy.
Explain what scouting is and isn't. Tell him what he needs to improve.
Don't forget to remind him of his strengths. Cut a deal with the boy (you
show me xxxx, and I'll reward you with yyyy). Remember how you would really
like your performance review at work to go. Be fair. Above all, listen to
him and let him know that you care. I've done this a couple of times with
"fence-sitters" and it's made a difference.
