In my stake, for many years, Varsity and Exploring were virtually
ignored. The whole YM program was put into a troop, with the older
boys serving as SPL, ASPL, and other leadership positions. Finally,
some GA (General Authority of the Church) came and insisted that they
follow the program and register Varsity Teams. I personally believe
that the local Council pushed for this because they wanted the extra
registration money for the additional units.
My ward still does not run a Varsity or Explorer unit. We registered
a team because of pressure from the Council, but we still only operate
a troop. We just don't have enough boys (or parents) to operate more
than one unit. Other wards in our stake actually run Varsity Teams. None
do Exploring.
Sorry that this is not a success story in vitalizing Teams and Posts,
but do you have enough leeway to concentrate on Boy Scouting, having
a Varsity or Venture patrol for the older boys?
