If you can get 2-4 parents to agree to help on a regular basis, you can
explain to them that in order for the Council to allow you to continue,
that you need to have them fill out this form, ...just a formality,
really, and you will have them work with these boys in that corner of the
room and call it Den 1 and they can get a uniform with "DEN 1" on it.
Of course, you and Jan will be the REAL leaders ;-) and plan the
activities for each meeting, until they realize that they can do it on
their own...
From my own experience, it wasn't a lack of commitment to the ideal that
prevented me from wanting to help, it was a lack of confidence in being
able to lead a group of Cub Scouts... what did I know about Scouting?
Encourage your "helpers" to get trained, and I'd bet all of a sudden
you'll have committed leaders.
