At the Russian International Jamboree this summer, we Americans were the
only ones to engage in daily flag raising and lowering ceremonies. Russian
flags, when flown (and not every unit had one), flew continuously. Our
Russian hosts seemed a bit bemused by our daily rituals (complete with
bugle calls) but were quiet and respectful while we proceeded. Clearly,
there are many different cultural expectations about flags and other
national symbols. To understand what local expectations are, you have to
ask. Generally, I would think, respectful attention will rarely cause
offence.
