When I was SM, I got out the pole and rolled up the hoops before each
troop meeting. When the men's b-ball team showed up later for practice,
they had to lower them again.
The parents have always agreed with me that they're not sending their
sons to Scouts just to have them play hoop. But since the parents didn't
come with them, it always fell to me to enforce it.
