Here in UK the highest _Scout_ award (age 10,6 - 15,6) is the Chief
Scout's Award. It is " passed under arrangements made by the Scout
Leader and awarded by the Patrol Leaders Council. " Note that the award
is made by the youth members with the SL as adviser. The badge is
obtained from the District Badge Secretary and presented locally at a
parent's evening , church parade etc. Then there is usually a County
(council) reception for award holders where the certificate is presented
by the County Commissioner, or somebody appropriate.
The Queen's Scout award is "passed under arrangements made by the Unit
Executive Committee and awarded by them after consultation with the
Venture Scout Leader and District Commissioner (following his informal
interview with the Venture Scout) . " i.e. the VS would chat with the
District Commissioner who makes a RECOMMENDATION to the Unit Executive
Committee. The UEC has the final say. Note that the Unit Executive
Committee is comprised of the youth officers of the Unit with the VSL in
a non-voting advisory capacity.
The badge is usually presented by the County Commissioner at a Unit,
District or County ceremony . The Queen's Certificate is usually
presented at a formal occasion , often by the Chief Commissioner from HQ , the
Lord Mayor , Lord Lieutenant of a county or other civic dignitary on behalf
of Her Majesty.
