not my opinion; i'd rather have NO leaders than ill-trained ones.
when you recruit somebody for a position as a leader you have to tell
him/her how much work and time (including training) this means and on
the other hand what he/she can gain from the activities (including
training). if the person says NO it's okay but if he/she accepts then
he/she will take the time for training.
