Yes, I have a suggestion. He could dual register with an Explorer Post.
If you don't have a good High Adventure Post in your area, it only takes
5 youth, 5 adults, and "an hour a week". ;-) This option allows him to
stay in his troop, and provided additional leadership there, as well as
getting to do more advanced activites. Another benefit, is that
Exploring is Co-Ed. While this might seem like an additional difficulty
to the leaders, it can be very important for 16 year olds.
BTW, I have had several Eagles (and a couple of Life and Star Scouts)
'graduate' to my Post, and about half have stayed active with thier
Troops, including one who also served as an ASM until we ran him off to
go to college. He was spending too much time scouting, not enough time
on school. Imagine that. ;-)
