Totin' Chip?

No. (Canada doesn't have any equivalent to the Totin' Chip). What
I have seen is that Scouts be required to earn the Campcraft badge
before they're allowed to carry sheath knives.. but usually all the
Scouts are allowed to use cutting tools (after appropriate instruction);
they can also lose the right to use tools, but that has to be enforced
by their leader.

I think that this would be up to the instructor. This sort of
decision should be his, if he's running the course. If he thinks he
won't have any problems, then he should be allowed to allow Scouts to
use all tools; if he doesn't think he'll be able to handle it, then he
should be allowed to not let them. He is responsible for them...
