Do you know if any of the older boys have been through Junior
Leader Training at either the troop or District/Council? It sounds to
me as if they have not. I suspect that if you attempt to do a
troop-level JLT, that the older boys will not be receptive. It
wouldn't hurt for you to point out the goals of boy-run units, but I
suspect that they may not take your word for it. If, however, a
District/Council training team _also_ emphasizes boy-run units, then
they may start to grasp the concept.
I wouldn't worry too much about the older boys "deserting" your
troop to go to another - they are not likely to find another unit that
supports their view of Scouting. It is imperative that you start to
train your youth leaders about their responsibilities _NOW_! Don't
wait until the younger boys get to be the troop leaders, or they will
fall into the same behavior pattern as the current youth leaders.
