OA Registration question...don't have handbook handy!

I don't know why there is any question regarding this individual. If a person
verbally or mentally abuses a scout (child) and does not live by the scout
oath and law, how can he possibly be living up to his Order of the Arrow
Obligation? If he is abusive, the Scout Executive should have him out of
scouts period, forget the Lodge.
