Your question wants of information, but with the following, you may have
your answer. The requirements are: Learn the basic rules and skills, and
take part in an organized meet; _or_ individual lessons.

For an organized meet, a den, pack, or even family "meet" will suffice.
One need not join a league to fulfill the requirements.
