Thanks to everyone who responded to my question. The 11.5 year-old rule is
probably the "most" correct answer, and will work out in this case. The young
man will be 11.5 on or about 22 August. That should certainly be enough time.
He needs his Citizen, Readyman, one non-specific pin, and to work off the
memory items.

When you said bridge in April or May, does that mean go through the ceremony
but do not submit the application to the Scoutmaster? If so, I suppose the
scout would attend the Tenderfoot campout as a Webelos with the cooperation of
the Scoutmaster. Can he then attend the Summercamp as a Webelos, or do you
assume he has finished the AOL and submits his application before Summercamp.
Sounds awkward but workable.
