Gary, as a former Cubmaster and Webelos Leader I'll tell you what we did.
Since the ranks tend to follow the school year more than age for the most
part, we always let the boys go up to September if they wanted to. Most all
would "bridge" into Scouts in April or May (some even in Feb) and attend
the Troop's "Tenderfoot" campout in June (that's when our Troops get the new
boys ready for summercamp and help them get started on their Tenderfoot)...
but for some boys it was more important to earn the AOL even if it ment
delaying their entrance into Scouts.
It's pretty much your call along with the SM of the Troop he'll be going
into.
