As long as he has not joined the Troop the boy is still a member of your
Pack until you recharter. As another respondent pointed out, a boy remains
a member of the Pack until 11yrs 6mos unless the Pack recharters. All boys
over age 11yrs are dropped at rechartering. Thus, your Webelos could
continue to work on AOL as long as he was still a member of your Pack.
Once his Boy Scout membership application is signed by the Scoutmaster and
turned in to the Council, he is a member of the Troop and cannot work on
AOL. He also cannot particpate in Troop activities in the same manner as
the rest of the boys until he is registered with the Troop. Thus he could
attend Troop meetings but could not get signatures for advancement and
could only attend campouts subject to the Webelos rules.
