I agreed with your posting, except the point above. It is my
understanding that it is quite appropriate to ask him what he did to
fulfill any of the requirements for the rank. The object is not to
retest him, but to determine what he learned from it; not did he qualify
for the merit badge, but how did he benefit from earning the merit
badge.
