Besides the fact that he may be a distraction or may impede
the troop what about insurance. BSA doesn't like to insure
anyone they don't have to. This child is 1) not registered
2) not old enough to register 3) not going along as part
of a recruitment attempt.
I'm not sure, but i'd doubt if he would be covered under the
BSA's policy
