egarding the "tag-along" child, you might show your Scoutmaster the BSA's
official position on such by showing him page 13, paragraph 6 of the
"Guide to Safe Scouting" which states:
"If a well meaning leader brings along a child who does not meet the age
guidelines, disservice is done to the unit because of distractions which
often are caused by younger children. A disservice is done to the child
who is not trained to participate in such an activity and who, as a nonmember
of the group, may be ignored by the older campers."
In the case of such a young child, the above would be much more serious.
The Scoutmaster should also understand, that since his toddler cannot
participate in *anything* even remotely adventurous (like canoeing, rock
climbing, backpacking, or even hikes of moderate length), he will be
seriously handicapping his program by bringing the child who, by
virtue of his age, will force the others in the group to participate in
only those activities which the toddler can tag along with. Beyond that,
the little fellow will tire very easily, and require a fairly intensive
care from his father, which means that dear old dad probably won't pull his
share of the load (and a Scoutmaster usually has the biggest load).
If he still won't see the error of his ways, you may need to force the issue
at a committee meeting, and set a minimum age requirement for attendance.
