If you use the requirement as I usually see it interpreted, this is just a
way for a Scoutmaster to hold back a rank s/he doesn't think is deserved.
Since SM's are forbidden from voting on Eagle BOR's, this is the SM's only
opportunity to have a "vote" in the process.
If I, as a leader, feel the boy did his best(no matter what the
circumstances), then he has displayed Scout Spirit. The thing that must be
kept in mind is that we must try OUR best to be even-handed in this
judgement. This must be kept consistent with expectations given at past SM
conferences. I think that the requirement means no more, and especially no
less, than the same requirement does for Tenderfoot.
Also, the definition of "Scout Spirit" you intend to hold a boy to should be
known by the boy at the time he achieves Life. This certainly isn't something
to be decided at the last minute or used by the leader as an "ultimate
weapon" in determining the boys fate.
